Pentagon Tester Philip E. Coyle, III to Receive POGO's "Beyond the Headlines Award"March 19, 2001 Washington, DC - Philip E. Coyle, III will receive the Project On Government Oversight's (POGO) "Beyond the Headlines Award," its annual award to an individual who has tenaciously pursued efforts to create a more accountable and responsive federal government. Mr. Coyle recently stepped down as the Pentagon's Director of Operational Test and Evaluation and Assistant Secretary of Defense, where he was responsible for overseeing the testing of over 200 major weapons systems. He was often the only independent voice of reason at the Pentagon on the capabilities and shortcomings of weapons. He publicly warned of the inadequacies of the V-22 Osprey before the recent fatal crash, and has tirelessly cautioned that the National Missile Defense program is not being realistically tested. Mr. Coyle will also speak at a panel discussion being organized by POGO the morning following the award ceremony. The topic of the panel is "Are We Buying the Right Weapons in the Best Way?
