Senate Committee Shuts Public Out of the Debate Over Massive Defense Bill

The Senate Armed Services Committee's (SASC's) markup of the National Defense Authorization Act (NDAA) came to a close earlier this month. But although the American public can now see the end result of the deliberations, we'll never quite be sure how exactly the Committee arrived at the final bill.

As the Senate Armed Services Committee (SASC) takes up the National Defense Authorization Act (NDAA), POGO makes the following recommendations to decrease waste, fraud and abuse; increase transparency and accountability, including contractor accountability; and improve our efficiency and effectiveness in national security.
POGO’S Reform Agenda: A Good Government Guide For The 112th Congress

For the past 30 years, the Project On Government Oversight (POGO) has championed good government reforms as a nonpartisan, independent watchdog. Implementing the following recommendations will help put the country on the right track to a more effective, accountable, open, and ethical government—one that is truly responsive to the needs of its citizens. Furthermore, while it is always a goal to have the best possible government at the lowest feasible cost, our troubled economy makes it even more imperative that Congress shrink the cost of government thoughtfully. The place to begin to save billions of taxpayer dollars is to reduce waste, fraud, and abuse.

Pentagon's Senior Mentors to File Public Financial Disclosure Reports

The Defense Department (DoD) will now require any newly hired senior mentors who are paid more than $119,554 by the Department to file public financial disclosure reports, according to a Pentagon letter obtained by POGO. USA Today’s Tom Vanden Brook first broke the news last night. These mentors do everything from “help run war games to offer advice,” according to USA Today.

POGO Urges President to Enhance Oversight

We applaud the progress you’ve made in the first year of your Administration through the Open Government Directive and the ethics pledge and revolving door ban for your appointees. Your memorandums on government contracting, the acquisition system, and service contractors establish a roadmap for needed reforms that you should direct your agency heads to implement this year. We were also pleased to see your Administration’s adoption of our recommendations to increase revenue and cut costs by redefining the military’s 21st-century priorities in order to reduce wasteful defense spending and ending the Department of the Interior’s Royalty-In-Kind (RIK) program. However, we are concerned that the long-term success of these policies will be limited without having tools in place to make the government more accountable.
