Rebecca is POGO’s Policy Counsel. She works on POGO’s policy team developing reform recommendations and advocating for them on Capitol Hill. At POGO, Rebecca conducts legal and legislative writing and analysis on a wide range of good government reform proposals such as those affecting federal inspectors general, whistleblower award programs, whistleblower retaliation protections, public access to government information, and federal vacancies reform. Rebecca also represents POGO’s public policy priorities in cooperation with several good government coalitions. She represents POGO on the Steering Committee of the Make It Safe Coalition and works to advance transparency in scientific integrity on the Protecting Science for Public Good coalition.
Before coming to POGO, Rebecca worked at several nonprofit organizations advocating for best practices whistleblower protections and nonprofit lobbying rights. Most recently, she worked as an immigration attorney. Rebecca earned her J.D. from the University of the District of Columbia, David A. Clarke School of Law where she served in both the immigration and Human Rights and HIV/AIDS legal clinics. She earned her B.A. in Political Science from Notre Dame of Maryland University, where she graduated with honors. Rebecca is licensed to practice law in the state of Maryland.
