Lieutenant General David Melcher (USA Ret.) left his position as the military deputy for budget, in which he was the “senior military financial manager for the U.S. Army in the Pentagon,” in 2008. In that role he coordinated with Congress and the White House’s Office of Management and Budget (OMB) to manage a nearly $250 billion wartime budget. Only one month leaving his role, he joined ITT Corporation as the vice president of strategy and business development. “Dave’s depth of understanding of our biggest customer, the U.S. Department of Defense, his knowledge of the workings of Capitol Hill and his strategic awareness of how the defense space is evolving will be invaluable assets as he takes on this new assignment,” said ITT’s chairman, president and chief executive officer. ITT, which has since split into two separate companies, was one of the top defense contractors in the country. In fiscal year 2008, the year of Melcher’s transition, the Department of Defense awarded ITT $4.2 billion in contracts.
