Jeffery “Scott” Baum served as the acting assistant secretary of defense for industrial policy at the Department of Defense, stepping into the role after Jennifer Santos was fired in May 2020. Before assuming this position, Baum served as the principal to the under secretary for acquisition and sustainment, Ellen Lord, and assisted in the development of policies to maintain the U.S. defense industrial base, leveraging the Defense Production Act.
Baum left the Department of Defense in June 2020 and joined Elbit Systems of America as the vice president of strategy and growth in September. Elbit Systems, a “high technology company that provides defense, homeland security, and commercial programs,” was also a top 100 contractor with several top defense agencies in fiscal year 2019. In 2021, Elbit Systems America, the U.S. branch of Elbit, acquired Sparton, a major supplier of sonobuoys to the Navy. Two years earlier, then-President Donald Trump invoked the Defense Production Act to declare domestic production for sonobuoys “essential to the national defense.”
