Retired Marine Corps General Joseph Dunford served as the 19th chairman of the Joint Chiefs of Staff—the military's top official—from 2015 to 2019. Dunford retired on September 30, 2019. Less than four months later, Lockheed Martin announced that he would join its board, effective February 10, 2020. Lockheed Martin is the top recipient of Pentagon dollars, receiving $38.9 billion in fiscal year 2018, according to the Federal Procurement Data System. While serving as the top military official, Dunford consistently called for bigger defense budgets, and was a champion of Lockheed Martin’s F-35 program. In a previous job, when Dunford was commandant of the Marine Corps, he was personally and substantially involved in declaring that the Marine version of the F-35 had achieved initial operational capability, even though a Director of Operational Test and Evaluation’s memo at the time revealed that the aircraft was far from combat ready. Dunford said he had “full confidence” in the aircraft’s ability to support Marines in combat, despite the official weapon tester’s serious doubts on the adequacy of the tests.
