Matthew P. Donovan served as Under Secretary of Defense for Personnel and Readiness from March 2020 until January 2021. In this capacity, Donovan was the principal staff assistant and advisor to the Secretary of Defense in such areas as force readiness and management, health affairs, National Guard and Reserve component affairs, education and training, and military and civilian personnel morale, welfare, and recreation.
Before that, Donovan served for two years as Under Secretary of the Air Force and, briefly, as Acting Secretary of the Air Force. According to his official Air Force biography, Donovan’s responsibilities as Under Secretary of the Air Force included organizing, training, equipping, and caring for approximately 685,000 Airmen and their families; overseeing the Air Force’s $205 billion annual budget; and directing strategy and policy development, risk management, weapons acquisition, technology investments, and human resource management.
In August 2021, Donovan became vice president of customer engagement and solutions at Raytheon Intelligence & Space (RI&S), a unit of Raytheon Technologies that was founded in 2020. RI&S develops advanced sensors for missile defense and Earth observation and provides information technology solutions and training. In fiscal year 2020, Raytheon received a total of $27 billion in Department of Defense contracts, including $5.5 billion with the Air Force.
