Richard Breakiron served as the network capacity domain manager and acting chief integration officer within the office of the Army’s CIO/G6 and as the executive program director of the Defense Information Systems Agency’s (DISA) joint regional security stack program. According to ViON’s press release Breakiron spearheaded the Army’s network modernization efforts by integrating updated multi-protocol label switching (MPLS) transport capabilities and “secur[ing] $175 million of reprogrammed funds from Congress.” According to his Linkedin, Breakiron stepped down from these positions in 2013 and was quoted in that role as recently as September 2013. In July 2014, Breakiron joined ViON as the senior director of cyber solutions. ViON designs, installs, and maintains “mission critical IT infrastructure solutions.” According to Federal Procurement Data System information, ViON was one of the top 20 contractors for DISA in fiscal year 2014, winning $74 million in contracts, and peaked in fiscal year 2015 at $84 million.

“I had no intrinsic conflicts of interest in doing immediate work with DISA or other DoD agencies as I was not involved ever in the source selection or award of any monies on behalf of the government,” Breakiron told POGO, summarizing a communication he received from DISA general counsel.

“Breakiron will advance ViON’s market position as a primary provider of cloud solutions and IT infrastructure for multiple branches of the U.S. military, DISA and U.S. security agencies,” the company said in a press release.
