Lieutenant General Thomas J. Owen (USAF Ret.) was commander, Aeronautical Systems Center, Wright-Patterson Air Force Base. In that role he was program executive officer for aircraft procurement and modernization, executing an annual budget of $23 billion. He retired in 2012. According to his Linkedin profile he became vice president of F-35 sustainment strategies for top Pentagon contractor Lockheed Martin a year and a half after he retired. Lockheed is the prime contractor for the $1.5 trillion program.
