Bio
Isabel Munilla is the Interim Executive Director of the Project On Government Oversight (POGO).
Before coming to POGO, Isabel worked for several decades shaping policy at the intersection of climate, markets, and energy and natural resources. In 2025, Isabel founded Munilla Consulting LLC, a strategy and policy consulting practice providing expert guidance and analysis on energy and climate policies and policies related to securing sustainable, responsible energy and mineral supply chains. Previously, Isabel served as deputy assistant secretary for Market Development, Climate, and Multilateral Engagement at the U.S. Department of Energy (2022–2025). There, she led U.S. efforts to strengthen international trade relationships to support the U.S. clean energy industrial strategy and to further U.S. climate commitments. She focused on critical mineral supply chains, expanding global deployment of clean energy technologies, and aligning bilateral and multilateral climate and trade frameworks. Previously, she directed U.S. financial regulatory strategy at Ceres, advancing climate-related risk oversight and transparency at the U.S. regulators, including the Federal Reserve, Securities and Exchange Commission, and others. She held leadership roles on Oxfam’s global extractive industries team, and directed the Publish What You Pay United States coalition, championing transparency and accountability in the oil, gas, and mining sectors. During this time, Isabel served as a member of the Department of the Interior’s Federal Advisory Committee on the U.S. Extractive Industries Transparency Initiative. She is a board member at the Fund for Constitutional Government. She began her career at the World Resources Institute and holds degrees in journalism and French from the University of Maryland, College Park.
