Louis Fisher
Executive Power Scholar
Louis Fisher is an Executive Power Scholar at POGO. From 1970 to 2010 he served as Senior Specialist in Separation of Powers at Congressional Research Service and Specialist in Constitutional Law at the Law Library of Congress. He has testified more than fifty times before Congressional committees on a range of constitutional issues. His most recent book is President Obama: Constitutional Aspirations and Executive Actions (University Press of Kansas, 2018).
