Sarah Turberville

Director of The Constitution Project

Areas of Expertise

Access to justice, habeas corpus, independence of the courts

Sarah E. Turberville is Director of The Constitution Project (TCP) at POGO. In this position, Sarah coordinates TCP’s public education and advocacy efforts on democratic institutions, the separation of powers, and protection of constitutional rights, including on matters relating to habeas corpus, immigration, and surveillance. Previously, Sarah served as Senior Counsel at TCP, covering a variety of criminal justice issues, including law enforcement reform and indigent defense. She also worked for over five years as the Director of the American Bar Association’s Death Penalty Due Process Review Project and has also served as adjunct faculty at the University of Maryland. She previously worked as an assistant public defender for the State of Maryland, representing clients at trial. In law school, Sarah represented individuals wrongfully incarcerated during and after Hurricane Katrina and also served as a law clerk to the defense bar before the International Criminal Tribunal for the Former Yugoslavia in The Hague.

She is an expert on access to justice, fair courts, and the protection of constitutional rights. Sarah has been cited recently by ABC News, Fox News, the Associated Press and Quartz, and her writing has appeared in NBC News, the Washington Post, and Just Security.

Sarah is Chair of the Fair and Impartial Courts Committee of the American Bar Association’s Section of Social Justice and Civil Rights. She is also an elected member of the town council of Edmonston, Maryland, and serves on the Board of the Port Towns Community Development Corporation. Sarah is a graduate of Tulane Law School and is a member of the Maryland Bar.
